In the qualification round it's not really that big a deal. Since there is no 
limit on the number of participants in round 1, people deserve a chance if only 
for the possibility of their violations being accidental and not intentional. 
Some have noted that such accidents can actually occur, e.g. by using an online 
IDE (such as Ideone.com, or using a students' insecure network...). As everyone 
who deserves passing to round 1 actually does pass, these things do not really 
matter, and they have no effect on the rest of the contest.
These people get (or at least that's my guess) a warning letter, so they can 
know they are busted, or learn how to fix their habits if the violation was 
accidental. This way, the qualification round is only there to have only 
contestants who actually know the basic of programming and they are sent to 
round 1 once they know how the system works and what the rules are 
(specifically if they are busted). The qualification is only there to have the 
same start for everyone (even for those who compete for the first time).

As long as there is a zero-tolerance attitude from round 1, which is where the 
actual contest starts, it does not matter how the qualification round is 
handled. I believe the Google team chose well how to handle these violators. 
They will be caught and disqualified anyway if they continue so.
