It looks like you may be on track to be requesting *personal *contacts (which are the contacts that the requestor_id account has in their contacts list; this is not what you want). To access *shared* contacts, set the client.domain to 'example.com', or whatever is appropriate for the domain you are trying to access. You'll still need to set a requestor_id (not sure why/if this is still like this) to any *domain admin*. The choice of domain admin is arbitrary, as they will all return the same shared contacts list.
