It's not a browser issue.

The address details that we enter on the UI are individual fields (street,
city, state, zip, etc.), and the "address block" is a separate field
(formattedAddress)

Check out this (it is part of a contact record)

<gd:structuredPostalAddress rel='http://schemas.google.com/g/2005#work'>
<gd:formattedAddress>11231 Rothschild Court
1234
Tri-Valley, Dublin, CA 94568
US</gd:formattedAddress>
<gd:street>11231 Rothschild Court</gd:street>
<gd:neighborhood>Tri-Valley</gd:neighborhood>
<gd:pobox>1234</gd:pobox>
<gd:postcode>94568</gd:postcode>
<gd:city>Dublin</gd:city>
<gd:region>CA</gd:region>
<gd:country>US</gd:country>
</gd:structuredPostalAddress>

I believe that you are setting only the field, and not the formatted
address.

However, on the UI, when one enters data in the City field, the UI notices
that the "generated" formattedAddress data is different than the stored
formattedAddress data and hence updates it.
