I don't use it (meaning images) much so I can't say from personal
experience on it but that is sure what the docs seem to imply.

I agree it is best to dump Google pages as it has been flakey for
hosting gadgets (even mild traffic ones) and they are phasing it out
and replacing it with Google sites (even worse) leaving many to wonder
what will happen to our files and gadget when they force the switch on

"Page Creator and your pages will automatically be transitioned to
Google Sites later this year." Deadline is getting closer and as far
as I know you can't upload files in Google Sites so what will happen
to the files, scripts, gadgets and images in these accounts?

A Googler suggested to migrate away from it also to prevent any issues
and disruptions to your gadgets and users.

Don't know how much that helps you with your issues though :/ But it
could be very likely that they are decreasing the allowed bandwidth
for Google Pages (giving it to Google sites possibly) as they have
never disclosed that cap/limit to users citing "Security Reasons",
while almost every other hosting site on the net tells you your
bandwidth limits and consumption and has no security risks associated
with it.
