Deadline is getting closer and as far as I know you can't upload files in Google Sites so what will happen to the files, scripts, gadgets and images in these accounts? A Googler suggested to migrate away from it also to prevent any issues and disruptions to your gadgets and users. Don't know how much that helps you with your issues though :/ But it could be very likely that they are decreasing the allowed bandwidth for Google Pages (giving it to Google sites possibly) as they have never disclosed that cap/limit to users citing "Security Reasons", while almost every other hosting site on the net tells you your bandwidth limits and consumption and has no security risks associated with it.
