There's absolutely no need for your gadget to be submitted anywhere.
The only requirement is that it be accessible on a public server -
your own server is fine - so that the iGoogle page can get at it. Go
ahead and write any gadget you want, upload it to any hosting service
you like, and put it on your page. It really is YOUR gadget.
