Let me just post a quick architecture suggestion here. This sounds
like a good gadget to be using a Google Spreadsheet as the data
source. As the content manager, you would keep a spreadsheet up to
date and the gadget would just do the rendering/filtering of the data:

If you have a large amount of data, you could look at other storage
option like Google Base, which integrates as well easily with gadgets.
