The test URL, for me, has been out for a week. Comments in the Web Search forum suggest that it works as long as the City field in iGoogle settings is blank.
I have confirmed this for USA, UK, and Canada. I am in Australia and can't set City to blank. Note all tests done at www.google.com, NOT the local portal(s). I hope these observations help to resolve this issue.
