Resubmitting will most likely go through the entire approval process again.

On the other hand, when a gadget moves to a new address, we have the option
of creating an alias for it. This means users who have the old gadget will
see the new gadget instead.

We've had some success doing this with themes as well. Once your theme is
approved, if you move it to different hosting you can try submitting a
gadget alias request form at
https://spreadsheets.google.com/a/google.com/viewform?formkey=cEhGZVVmVUNQVmI1N2lvOW5nOGJNUFE6MA.
Put in bogus values for the "secret" fields (since they don't apply to
a
theme) and I can verify it manually. I'm not sure it'd end up being faster
than a second review process, but it could be.
