This is a fairly common issue. As long as the theme works using the test URL there can be nothing wrong with any of the files.
What seems to happen is that, as soon as the Google servers get the XML file they start requesting the other files so quickly that your server doesn't have time to fully respond to one request before it gets hit with the next request. I have the same problem almost every time I submit a theme, needing to repeat the submission once or twice to get all the files sent. I imagine that it's much more of a problem in your case because of the number of image files. The best solution is just to continue to hit the submit button until all the files are accepted and you get the "Thank you, we've received..." message. You could try hosting your files on a faster server, but even that doesn't always help — my files are hosted by my ISP which you'd think would be adequate, and even themes developers who host their files at Google Code have reported the same problem.
