Because this kind of thing was never checked during the debug process. LOL. No seriously... I believe there is subtle, and sometimes not so subtle, manipulation among the gadget numbers to skew the iGoogle users preferences. This makes sense from a business model perspective. I've been finding these kinds of things (discrepancies among numbers) for years. I've stopped questioning it and chocked it off to Google "not doing evil." It still hasn't been fixed nor explained.
There are a lot of discrepancies between what Google says and what they do.
