There are a couple things going on. First, when you look at the number of users for a gadget in the directory, that number is based on the locale for the directory that you're viewing. If you looked at the same page on google.fr or google.ca then you would see the numbers for those locales. (In case anyone's keeping track, this was also described in June at http://groups.google.com/group/Google-Gadgets-API/browse_thread/thread/314d97e23c925800)
Currently, there's also an issue with the number of weekly users reported in the dashboard, as explained at http://groups.google.com/group/Google-Gadgets-API/browse_thread/thread/73a1e1dab804400a. We're still looking at ways to resolve this.
