I have been raising similar questions about gadget submission. See this post [url]http://www.google.com/support/forum/p/blogger/ thread?tid=12a74fa2ac6b5294&hl=en[/url] which implies Google have stopped accepting 3rd party offerings (but don't tell you on the submission form!) - I don't know if this applies to themes.
