I have been raising similar questions about gadget submission.

stopped accepting 3rd party offerings (but don't tell you on the
submission form!) - I don't know if this applies to themes.

Hope this helps - unfortunately - based on my experience of these
iGoogle/Blogger/Developer Groups you won't get an "official" response"
to any of your questions here.
