Rob, has there been any progress with working out what the "number of users" actually means, or why it is changing so much?
Is it: • the number of installs, regardless of how many users have later dumped the theme • the number of users with the theme still installed, regardless of number of tabs • the total number of tabs with the theme installed or something entirely different? It's a bit disconcerting trying to gauge the popularity of a theme when the supposed number of users varies so unpredictably.
