Anything above the Google bar (the black bar with the links to "+You Search 
Images Videos...") is part of the browser functionality, anything below 
that is iGoogle. 

It sounds like there's been an update to Internet Explorer 9. I don't use 
IE, so I wouldn't have seen any change myself. If you have any concerns, 
you'd need to refer to Internet Explorer Help.
