Note - I did something that I am unsure of, and we can fix it if need
before 4.0-final. I bumped the internal API version, but I'm not sure
which pieces of API are relevant to the OSGI internal API version
number, and whether things like the changes to the Binder DSL are
sufficient for that bump. So this is an FYI, but also a call to review
that decision.
