I think it's the right call - bumping the package API version from 1.3
to 1.4 makes sense wrt semantic versioning as we've added new features
such as the ProvisionListener, but overall it is still compatible.
That was my thinking, but I didn't want to "go rogue" on it. Thanks for
the oversight.
