The guy in charge of Picasa (Web, desktop) is on Google+ (Brian Rose). He
was the developer that is responsible for Picasa -->Google+ implementation.
When one signs up with Google+, upon activation the Picasa Web is changed to
be embedded within the new Google+ Profile and there are no
size restrictions, in terms of overall size of the Picasa Web Albums at that
point.

You kind of have to read between the lines. ;)
