Check out this site:

It has an API for getting data for a particular region. I don't think
they let you download the entire database, however.

There's also GeoCommons finder:
http://finder.geocommons.com/ (down right now)

They let you upload SHP files and then turn them into formats like KML.

I agree that getting data in a nice format isn't easy. Perhaps an
AppEngine app like the DynGeometry site which also allows for
downloads of multiple selected regions would be useful.
