To recreate the issue import the project into Flex Builder, launch the application from within Flex Builder, and click the 'Map View' toggle button from within the 'Test Layer' panel. BTW I notice that the adl process CPU utilization jumps to around 50% while the map is being initialized which may be the bottleneck.
