What your asking to do isn't too difficult.

Basically you can create a custom overlay(sprite) which will draw each
of the lines itself, or have various child Shape objects which draw
the individual lines.

Take a look at this thread for a discussion of overlay performance and
examples on how to do this type of grouping. The examples is with
markers, but should be good enough to get you started.

Your custom overlay will have a method called (positionOverlay)
whenever the map is zoomed or panned. If the map has just been panned,
often the operation is as simple as setting the x and y value of the
overlay based on some translation. If the map has been zoomed, you'll
want to re-draw everything.

You know how to convert latLng points into pane cordinates using the
pane that you register with the custom overlay. It has methods
specifically for this purpose.

I realize this is pretty vague, so let me know if you need more
