Looks like we may have figured it out.  I'm not sure why, but:

http://maps.googleapis.com/mapsapi/publicapi?file=flashapi&url=https%3A%2F%2Fdashboard.crimereports.com%2FDashboard%2FDashboard.swf&key=OURAPIKEY&client=gme-publiceng&v=1.9a&flc=x

works.  We just added our client id.  The strange thing is that we
still don't need the client id when we are using http.  We recently
requested the https domain but we've had the http domain for some
time.  Maybe that's it.  Dunno.
