Yah if it's for a client I would probably host it (HTML and SWF) and use 
.htaccess (set a password on the directory holding the HTML/SWF) for the 
client to access the post temporarily, the developer will need the source 
code (.as and .mxml files for flex, or .as for pure actionscript, or .as and 
.fla for a Flash CS? project) if you plan on having the developer extend the 
project, if the plan is just to dump the swf into another project then 
source won't be necessary (but in my personal opinion is always great to 
have).
