Yah it's likely they're getting a flash error (my guess is a security 
violation, but not seeing it because of not having flash player debug 
version installed) they likely need to add the local directory or swf (or 
parent directory of the directory with the swf) as a trusted location in the 
flash player global settings... if you could have one of them install Flash 
player debug version

(Netscape one for Firefox, ActiveX for IE, don't test with chrome as it has 
a built in copy of Flash player it maintains and isn't worth working around 
for test purposes)
After installing restart the browser (close all windows, if using firefox 
you may have to give it a second the process doesn't close before the GUI is 
removed... takes a few seconds sometimes) and check that the debug player is 
installed on this page:

Then try loading it up, if you get a security error you may be able to go 
here:
http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.html

and use the combo box to select the local SWF (think this only happens if 
the swf tries to read local resources or something along those lines, the 
other popular security error is with regard to crossdomain policy but 
shouldn't be an issue here I don't think)

Things to check are does the HTML page when loaded in the browser have the 
correct looking source, also if you check in IE it tends to complain more 
about Javascript errors which may be an issue as well.

This is why when I send out a link to co-workers or clients I just post to a 
server so I can be sure if it works for me as a client it will work for 
whoever I send it to (most of the time).
