I had a look at ExtInfoWindow and some other extensions; none seems to have mouseout, mouseover exposed. Too true ... in my opinion the infobox would need to be redesigned so that the stem is very short (similar to VE) - also not only the stem should keep the infowindow open but also the area around that the user is likely to move over. Auto pan would need to be disabled for this infobox behavior. @Garthan - can I look at your code somewhere? The longer I think about it the more it sounds like a lot of hard work - too bad that it's a hard requirement.
