But G_NORMAL_MAP is opaque too, so if you place that over your custom
map you won't see your custom map.

If you're still sure that you want to do it, create your custom
GTileLayer in the normal way, then create your tilelayers array with
your custom tilelayer first, and the G_NORMAL_MAP tile layer second.
