Well, I'm still waiting for replies from the "other" groups I posted
to but in the meantime, by trial and error I found a solution.  For
all those Google Maps API users who are also using XML docs from a
MySql database, here's what fixed the problem for me:

Add

mysql_query("SET NAMES utf8");

right before the query in the php file.  After that, all was golden.
I greatly appreciate the help of so many posters here on this forum.
Sorry that this is somewhat off topic but I hope it still helps people
out!  It certainly brightened my day to see the Japanese text
appearing.  I suspect it will also work for other utf8 encoded data as
well.

(A caution: the "utf8_encode" actually made it garbled again.  It's
not needed if the text in the database is utf8 to begin with!)
