It's extremely unlikely that Google will give any advice over and
above the TOU and FAQ.

For what it's worth, I reckon that clause is designed to stop you
doing things like distorting, recolouring, using server-side image
modification to change road-names, and the like. What it is saying is
that what is delivered to the browser must be exactly what left
Google's servers.

You're not changing what is delivered to the browser. You are
overlaying other items. You need to ensure that you don't obscure the
Google Brand Mark, copyright text etc, but apart from that I don't see
how adding objects within the *page* as displayed makes any difference
to a Static Maps image.

If you already have a licence to use Ordnance Survey digital data,
perhaps in conjunction with MapInfo, it may conceivably be easier to
add your datapoints/lines using that than generate overlay images and
calculate their positions for a Static Map.
