I will be interested in Google's answer to your question also. It seems to me combining your markers with Google's map at your server would be illegal but superimposing your markers over Google's map in the browser would be legal. Perhaps Pamela can clarify. I believe dynamic markers for static maps could be very useful. JavaScript will be required but not the entire API. I am planning a simple demo to see whether it flys.
