Just some thoughts.. The 'outer' boundary of your polygon seems pretty big, from north to south mapping limits. As your map is limited by zoom and bounds to just a couple of degrees lat/lon, why not create your 'outer poly' just a little bigger than that? And only one outer, instead of three?
