It's not anything to do with precision of WGS84, but of cumulative error of the various systems. No measured point with anything but a DGPS will be closer tan 12 feet, so you start out with a 3 meter error, most likely a lot more. Then there are errors in the maps themselves, translating it into a projection and all the other possible hardware and software errors that add up.
