To refresh the entire map:
map.setZoom(map.getZoom());
To refresh a specific tile, you will have to dig the corresponding
handle out of the DOM.
whatever.src=whatever.src;
If you are doing it simply to correct a failure, I doubt anyone will
bust you over TOU issues.
