Not using the included GGeoXML class. The url pasted into Google Maps
also needs to be on the public internet.

In the API there are other KML parsers (or you can roll your own) -
but the map will always need to abide by the terms of use - which says
online websites.


You can upload a KML file from your local disk to Google Maps however
(which is online, and the map will be public)

Not really - Google Maps (+API) is an online application - it needs an
internet connection to work - it might be able to survice for a very
sort time in 'offline' mode - but not long. Doubtful will be able to
load a page while in offline mode.

I think you really looking for Google Earth - that can work offline - legally.
