If you use GGeoXml to read your KML, then the Google server that parses 
it needs to be able to read it. It can only do that if the file is in a 
public location.

If you use EGeoXml or GeoXml without a proxy server, then you meet the 
security feature that only allows Javascript to read data from locations 
within the same domain. If your KML file is on an Intranet, then your 
web page would have to be on the same Intranet, and therefore you 
wouldn't be allowed to do that without a Premier license.

I'm not an expert on proxy servers, but I imagine that it might be 
difficult to write one that reads the data from your Intranet and serves 
it to your public domain.
