Look at it from Google's perspective. They are in the business of making information available to the world via the internet, embedded use of the maps is contrary to this. Why should Google provide your application with free maps and bandwidth without any possible ROI? It's just not their business case. If you want to use maps embedded in a stand alone application, I believe Microsoft has a subscription available to their service just for this purpose. The other alternative is to use an open source system like Open Street Maps.
