Okay, after some thought about this I have implemented a temporary "solution" whereby if the first attempt at locating the complete user address in the GetLocations() call fails, they can select an option to use a "reduced search level" and try again. This stops my side of the system from doing endless multiple calls to the API, but importantly allows the API to return the search on the first call for those that it can locate so the systems accuracy is back again for those that it previously worked for.
