Some further investigation and experimentation is highlighting that
the various elements of the address are graded a level of relevance by
the search engine, understandably. And of course it can't handle when
someone has entered their address slightly illogically!

So, it seems that my point 1 is not correct and is probably down to
user errors - my apologies.,

But my point 2 still stands, can the GetLocations() code not do the
fall back rather than my code having to do multiple calls until the
search succeeds, or totally fails, in which case I handle it?
