It's not a matter of complete information, or information at all. It's
a matter of providing a function or webservice. The data at geonames
is downloadable, so you can create your own service if you want.

Google has not indicated they are going to do anything about creating
a reverse geocoder, but then again, they never announce their
intentions. The best advice I can give is to keep an eye on this forum
for the announcement.
