ummm while I could be wrong...
as I understand it MS is following the contents of the http header...
and since most web servers dont look at the file and just send
a default http header.... (which is usually utf8)

which is why it works in MS and other browsers too if its utf8
because we have a match up.

thats why other browsers handle funky characters sets not because they
arent looking at the xml file.. but because they are looking at it and
 ignoring a http header (one which almost always  doesnt match the file 
contents. )
