Microsoft is rather explicit about not combining there services with 
others.. in the Code of Conduct section

*"What can’t I do? *In developing Applications, and in using the 
service, you may not:
integrate the Virtual Earth Platform or any of its content with any 
other mapping platform. "

Which could even be liberally interpreted as forbidding any form of mash 
up of your own map
layers maptypes and map data
