To produce a single image from multiple tiles, you will have to:
decompress tiles (JPEG / PNG / GIF)
stitch tiles together
carve out new map area
compress result (JPEG / PNG / GIF)
If you are attempting to overlay existing custom tiles on a static
map, it is much less difficult.
The file:
www.polyarc.us/usgs
does something similar with a WMS overlay.
