Since your application has no Internet access, what is the platform. A Windows laptop?
Sounds like you might need to develop a local GIS-based application. There are some open-source GIS apps out there. I am on a budget myself, and I prefer moderately priced commercial software. Check out Manifold (www.manifold.net), which is full- featured and much more reasonably priced that the big boys such as ArcGIS. For the basemap data in the United States, you can get Census TIGER data for free. Historically TIGER has had accuracy problems, but Census is in the process of correcting and updating it. Soon there will be a decent national repository of public-domain map data. For selected localities, states, counties or cities sometimes provide good public-domain GIS files. (I am lucky. My city does.)
