Considering that Google's own software and online documentation facilitate embedded iframe links and instruct you to "Paste HTML to embed in website," I think you are okay. There is nothing that says the "website" cannot be an intranet site -- unlike the free API, which is expressly allowed only for free public sites.
.I also think that your proposed use is "internal use only" and is not "commercially redistributed." Embedded use in external-facing websites is also allowed -- even encouraged -- by Google. See also http://www.google.com/permissions/geoguidelines.html That documentation says, in part: "Can I embed a static map in my website? "Yes, as long as you comply with the Google Maps Terms of Service. You may embed a map on your website by copying the URL from 'link to this page' feature on any map view in Google Maps. Alternatively, you can use the Static Maps API which can also be used for printing. If you wish to create your own maps mashup using JavaScript or Flash, please visit Google Maps API for more information.
