I would suggest looking at the open source projects "Open Layers" and "Open Street Maps." They price is right and there are no restrictions on use. You'll have to do a lot more on your own though, but if what you're looking to do is vehicle tracking and don't want to pay the high price to any of the map system providers, this can be a good alternative.
