Hi Chad, you can use the "Labels" layer from the "Satellite" map.
These tiles have a transparent background and are designed to overlay
other maps.

The normal "Map" layer has filled color areas like green parks, and
blue water features, making the "background" more than just the grey
areas.  I guess you'd want the transparent part of the normal "Map" to
include the parks but exclude the water features.
