I don't see the map control elements very important part in the user
interface. The surrounding page should be designed so that it makes
the map control elements unnecessary in normal cases.

Making the sidebar from focusable html elements and using onfocus to
open infowindows is more important step towards keyboard access.

You can virtually 'click' every marker navigating by Tab / shift+Tab
and open/close chekboxes by spacebar.
