keyboard users may well disagree with you on that one...
from your argument the map is nothing more than a container for
markers. in that case, why add pan/zoom controls at all, even for
mouse users? because, regardless of markers, many users want to move
the map around to see the relationship between whatever is being shown
(the markers) with the surrounding area ("now, how far away is this
from the trainstation? what areas are in the vicinity? where is this
in relation to X?"). to say that only mouse users should be able to
actually interact with the map in this way is a bit shortsighted.
