Probably this has been asked many times before, forgive me, if so. Imagine, I would have access to administrative boundaries of German countries and counties - where to start reading and learning the "howto"? Is there any tutorial about how to come from a shape to a polygon or better, to a tile overlay layer provider for this? What has to be taken care for? (I have read about D-P algorithms and means to minimize the number of supporting points and stuff...)
