Google dont really communicate on matters like this, and most
employees are not lawyers so cant give an offical answer. (and have to
be very careful that there answer can't be intepreted as an 'offical'
answer)

At the end of the day tho *you* have to be satified you can or can not
abide by the terms, if in doubt consult your own lawyer.

but this group can offer you its opinion with impunity:)

That clause says you can store geocodes, but "you may store limited
amounts of Content ... if you do so temporarily, securely, and in a
manner that does not permit use of the Content outside of the Service"

... so you have be be very careful in both how you store it and how
long you store it.

But if you dont actully store positions from the geocoder - rather
just center the map based on geocoder, and then let the user actully
place the pin then you should be ok. (and probably more accurate in
the process)

The basic reason for this clause, given a significant number of
geocodes stored you could being to reverse engineer the original
mapping data - effectivly giving a method to 'launder' the map data
and extract it for free.

... but you say "my site does not store any address." so maybe you
would be ok. Because its just a point (a simple fact) - and can not
really be used to reconstruct any data.
