ExtInfoWindow does not have a map.openExtInfoWindow Method. You can only 
open it on a GMarker.

I suppose you could add an invisible GMarker, and open the ExtInfoWindow 
on that. For efficiency, you could have one invisible marker, and 
.setLatLng() it to the required location just before opening the 
ExtInfoWindow on it.
