shapefile or any other spatial format needs to be converted in KML or KMZ in order to be parsed by Google Map API.
THis conversion can be easily done in ArcGIS using arctools. also there are bunch of other tools or scripts can be used for this purpose. You can search from ESRI arcscripts.
